my tablet became mouse in my drawing app but outside is working just fine?

i have this wacom pen and touch S | CTL-480 for 8 years now.
suddenly a few days ago i have encountered with a mapping error(?). that i figured out the cursor works like a mouse instead of how tablet supposed to be. and i find it uncomfortable to draw like this.
i tried reinstalling the driver and restarting my PC over and over, and even downloaded the latest driver (WacomTablet_6.3.46-2) but the problem is still unsolved.
i recently realized that the mapping does work fine outside of my drawing app (like in browser, desktop, and etc), but when i open my drawing app, suddenly the cursor mapping works very weird. it works like a mouse exactly.
i have tried disabling HID-Compliant Mouse from Wacom Technology but still doesnt make any differences. i look up into device manager and see the wacom properties one by one and it is said that they are all 'working properly'.
this is my first time having a trouble with my pentab. my pentab's wires is unscathed, my pen is always kept at safe place, and so does my tablet. i just happen to not using it for a month or so because of school and then suddenly this happened, eventhough two months ago i was drawing just fine.

Hi,
I don't think there's any issue with your tablet or driver. This seems more like a preferences issue.
Can you confirm what this application is? I would like to check and see if I can reproduce.Also, perhaps simply removing your preferences will solve the issue?
