Wacom One 13 Pen is not drawing
My Wacom One Pen is register as a cursor with my IMAC running Mojave 10.14.6 but doesn't pick up a color or black to actually draw. I also have issues with it showing a scrap of yellow legal paper that it is actually drawing on. It goes away when I release the Pen. This is a new tablet (refurbished) by wacom for Ebay.

I need to recommend you to update your Mac. Mojave is quite old already you you might start to see some issues going forward. It's no longer supported by Apple either.
To tackle your issue directly, seems like you have activated an old feature from that generation of Mac computers. This will probably solve all your problems:

Hello, Thanks for your help. I will not be updating my MAC OS because I will not be able to use Photoshop CS6 and Lightroom vs 6. I have the original stand alone CS6 programs and do not use AdobeCatalina does not support it. I have already been through a lot of back and forwards on the Adobe Forum and the consensus is that I do not need to update from Mojave. I'm retired and just want to learn digital art/painting on a tablet. I like to draw and paint. I did do what you suggested with the system preferences so once I plug back into my AC the Wacom I will see if that settles the issue. Otherwise I want the pen to be recognized and actually pick up the color or black and put it on the image. My system was recognizing the Tablet fine. It just wouldn't draw. ???

Fair enough. The upgrade is not mandatory but it has some advantages although I understand your point.
