Constant Pen Cursor Lagging up to 2-3 minutes - 'Use Window Ink' irrelevent

This is beyond highly annoying now. I've forever been dealing with this constant lag when:

1) I switch from using a mouse to the pen AND/OR when
2) I switch from one application to another. eg: Browser to Outlook or Photoshop to something else.

It lags for up to 2 minutes stalling my work flow something fierce. Getting hard to not revert to 12 years old and punch things.

Use Windows Ink in the Wacom settings does nothing to reduce frequency or improve the time in lag. I've installed the latest drivers. Nada. I've removed and reinstalled the drivers. Nada. Win10 has all the latest updates.
