Problem solved with the kind assistance of Wacom Tech support Alonzo.  Cursor control had been -- somehow -- disabled. (Probably by a system update) Went into Wacom tablet properties and found the problem.  Cursor is now obeying me!

what is the point of having these posts here, when the solution is not even explained? Does one have to start a new post over and over for the same problem?

Please read the post before yours.  I did explain what the problem was, and the solution (click to enable cursor control).  So, the solution  was, indeed, explained.  Go to Apps, Wacom Tablet properties, cursor control, and check to see whether the cursor control is disabled.  If it is, click to enable.  Don't know how else to explain it.
