WHITE CIRCLE appearing - tried every fix.

I'm not sure why but this issue has cropped up again recently:  the dreaded white circle appearing under your cursor whenever you press the button on the pen.  I've tried every fix out there, including editing the registry and messing with all pen/windows ink settings, and it still persists.  The strange thing is Photoshop is fine, no circle or anything.  Everywhere else in windows 11 it pops up...super annoying.  Any ideas on how to get rid of this thing once and for all?  I'm using a 22HD with the latest drivers.
