How to install "Wacom Control Panel"

This is my first post.

I have been using the wacom up-911E-02dd stylus
for quite some time. I really like it.

I use this on a surface pro 2 (win 10)
and multiple Asus m80ta tablets.

All existing tablets use the "Wacom Pen":

    "C:\Program Files\Tablet\ISD\ISD_ControlPanel.exe"

control panel to enable:

   top button = barrel button
   bottom button = erase

To future proof my preferred configuration
I've recently purchased a second surface pro 2.

I've (painfully) ugraded it to win 11. Onenote recognizes
the pen just fine which is my tool of choice. This was my goal.

I now need to install the "wacom pen" control panel
to enable both barrel buttons. Not sure where or
what to install. The bottom barrel buttons is reconized,
the top button is not. This has always been my experience,
so I am encouraged. This ocassionally stops working, then
I go to the "Wacom Pen" contraol panel to enable the
two button pen and all is well for the next couple of
months.

My recollection (2017) was that this required some trial
and error to get working. I'm hoping to avoid the error!

Any advise appreciated.
