Modifer Keys , Command, Control, Shift, Option Not working on Mac

I am running Sequoia 15.1 on Mac, with a Intuos Pro tablet M, using a cable to communicate with table.

Trying to setup key stroke modifier and these commands  are not responding, with either pen or mouse. The alphabet, numbers, enter, special keys and keypad work.  I have setup modifier keys before on other apps with no issue, but after uninstalling now none of the apps can be keystrokes can be modified.

Support has had me uninstall and reinstall drivers several times and  also install older drivers and nothing is working, They are know suggesting to do a complete reset of the Operating System.

I have tried all the suggestions on previous post and nothing is working. i am open to any suggestions
