Recent driver update causes weird behavior on stylus and cursor with certain software

i just updated my driver this morning and suddenly my cursor will just froze in place whenever i lift the stylus off my wacom screen, i can move the cursor with mouse but it won't respond to the stylus afterwards until i click my taskbar, this happens to both Clip Studio Paint and Adobe Fresco whenever i booted the program and want to start drawing.

i've tried re-installing but nothing seems to change.
