Customizing Cintiq Pro 17 for Photoshop and Lightroom

I’m unable to create separate Express Keys and Radial menus for Photoshop and Lightroom. Wacom Center seems to honor only one set. Where can I find clear explanations and procedures for creating sets for different applications? I worked all afternoon trying to create custom settings for each, only to find that only one seems to work in both.,
