I'm seeing the same thing on MacOS Sonoma:

Security settings prevented the Wacom Software from posting an event

Open System Settings > Privacy & Security. Scroll to Accessibility in the list on the right and make sure all Wacom applications in the list are toggled on. Go back to Privacy & Security and scroll to Input Monitoring. Again, make sure all Wacom applications in the list are toggled on.

  Have you tried following the instructions to enable the permissions? 

  Also, please see: https://support.wacom.com/hc/en-us/articles/1500006339842-What-does-the-error-Security-Settings-prevented-the-Wacom-software-from-posting-an-event-mean

  If you checked all the permissions and the issue still persists, please manually remove the permission entry using the "-" button and restart your Mac. Once you reboot you will be prompted again to add these permissions so follow the instructions and the message should disappear and your tablet should be able to work properly.
