    This is very odd. This sounds more like a hardware issue than anything related with the operating system. 

    When touch is turned OFF using the physical switch on the Intuos Pro, no Touch input data will be sent from the tablet to the operating system. 

    Please make sure Touch is really turned OFF by flicking the switch. You should see a message in your display saying either "Touch: ON" or "Touch: OFF". 
    If the issue persists, then there is a hardware issue with the tablet and you will need to contact your regional support team for assistance.
