Gestures Not Working or Working Incorrectly

I'm on Windows 10 and the latest version of Photoshop. My PTH-860 will do some gestures right (single finger moves the cursor and I can tap to click for example) but other gestures do not work, or do not work as specified.

For example: scroll is set to two fingers, standard and yet it zooms.

Zoom is on, but it scrolls when I do the two finger gesture.

Three fingers is set to "swipe left/right to navigate" and it does nothing.

And sometimes, things that do work correctly, have a large delay.

I have the latest drivers for the tablet.

Is there some secret to getting this to work correctly? Is there a windows setting that I have wrong?

This all works find on my Mac.
