When I try to draw on top and bottom parts of my Cintiq 22 HD my cursor jumps
(Using Windows 11)So for more detail...Let say you're using ClipStudioPaint and animating the space where the bottom of the time line near the taskbar is where im having the first instant of this issue, and around the space where you go to save on the top part of the screen. THIS IS SUPER ANNOYING!! This also sucks since I can't calibrate correctly without basically smashing my pen into the screen. The pen reginstaion light flickers when it in these areas, I tried multiple older, and the newer driver...DOES ANYONE KNOW WHAT TO DO?!

From your description, it sounds like you have 2 dead bands on the pen sensor. These the pen cannot when the pen tip is over this area.
The only option would be to repair the device but if I understand correctly you have a DTK(H)2200 which has not been in service for a few years now.
