Stranded Cursor

I have created an on-screen menu with one entry, "Toggle Screen".  I have duplicated it on each screen. I have two monitors, a Wacom One display tablet and I am running Windows 11.  The on-screen menu works perfectly for me to click its only button and toggle between screens.

However, when I restart Windows, all on-screen menus are moved to my primary screen and my cursor is trapped on my Wacom screen which no longer has the on-screen menu to toggle back to my primary screen.  I have to plug in a USB mouse to start using my system again. I would like to be able to use my F12 key to toggle the screen but this does not seem to be possible.

Any suggestions would be most welcome.
