Wacom Center, not showing up Intuous CTL4100

Wacom Center does not even show up, all I get is the tablet properties. I'm stuck. Help! I have the latest download for my system W 8.1, I suspect is the issue, I am going to upgrade to W11 in the very near future, but the tech from a support call was a bit perplexed also, the tablet does work, however, if there are other adjustments that need to be made, I assume they are in there.

  Hi Mike Soens, 

  Can you find the Wacom Tablet Properties App on Windows?
  (this screenshot is from Windows 11 but it should be in the same Wacom Tablet folder)

  As long as you can open the tablet properties with no error message, there should be no issue.
