{CTRL} Not showing up in Keystrokes

I'm trying to set up my Express Keys and if I do say {CTRL}i it works. If I just type {Ctrl} by itself It does not. Is this not a keystroke I can use by itself or is there a fix?

  You can use the Modifier option in that case.
