Pen not connected at all.
I haven't used my Wacom Cintiq for about a year and a half, but need to use it now;
I installed the latest driver, but when I try to use the pen on the display, nothing occurs. I tried to troubleshoot in the Wacom Center, but I get a message that "The tablet driver is not responding. Please restart Wacom Center. If that does not work, please contact Customer Support."
Even when I try to navigate to the Wacom Center or Wacom Tablet by clicking them in the left sidebar in System Settings, it highlights the option, but does nothing - no new menu/options/settings.
I'm using (well, trying to use) a DTK1660 with Mac OS Sequoia 15.3.1.
Please assist.

That message means that something at the OS level is preventing the driver from running.
